This video is from 2013, but it is still relevant. John Green's conclusion is that gerrymandering is the problem. Representatives draw their own districts and choose their own voters, which has reduced the number of true swing districts across the country from over 100 to just about 35. The end result of this is landslide districts where incumbents do not fear the general election and only fear being primaried by a more radical member of their own party.
